Almost six inches of snow covered the lots by Friday afternoon. Forecasters predict up to six more inches overnight into Saturday.
The university says the lots are impassable for vehicular traffic. They are scrambling to find parking, including off-campus spaces with shuttle service.
This is homecoming weekend at Penn State, with the No. 14 Nittany Lions and Gophers kicking off at 3:30 p.m. Saturday.
Food came in last among purchases needed for a successful tailgate, according to a CNBC survey. This has caused prominent chefs to host a show called "The Big Ten Cookout" encouraging football fans to improve the quality of food.
Among the purchases ranked higher than food in the survey are coolers, grills, alcohol and furniture. Ben Walanka, a Chicago chef and contestant on the fifth season of Hell's Kitchen, and Julius Russell, another Chicago chef, said the show is about bringing food to the top of the list.
"This isn't about haute cuisine," Russell said. "It is about introducing some bold flavors, like adding some citrus to your barbecue sauce. We focus on the show about how to get the most out of your tailgating experience."
The show airs live on game days on the Big Ten Network on cable and satellite.

NORMAN, Okla. -- Oklahoma Sooners fans who attended Saturday's home opener noticed new rules in place for tailgating, with trailers no longer permitted.
Veteran tailgater Garrett Campbell said he follows the Sooners everywhere, and said he is not sure why the university has imposed new rules banning trailers.
"We haven't really been told a good reason," he said. "There are signs that say trailers are prohibited all of a sudden."
Calls to the university to explain the reason for the new rule went unreturned on Friday.
The school has not said what will happen when out-of-state fans show up with trailers, not knowing about the rules.
